When it Arrives

Some effects use the phrase 'when it arrives.' For example, Grapple Shot. A card 'arrives' when it shares a location with the origin of the effect, after resolving movement, if any. If no movement occurs, but the card shares a location with the origin of the effect, it still 'arrives.'
