If I have Crusade or House Arn Bannermen affecting my Gnome Hollows, may I summon a 2-power minion there?

Yes. It's first summoned (enters the realm), then ongoing effects are applied (e.g. Crusade).

If Megamoeba starts at 2 power, can it move into Gnome Hollows (thus getting to 3 power)?

Yes. First, Megamoeba enters, then it grows in power immediately after entering.

If the most direct path is blocked (Gnome Hollows, Wall of Ice) will the grappling unit move around those obstacles to reach its target?

No. 'Dragged' is equivalent to 'Pull,' and 'Pull' requires each location entered to be closer to the destination. Making any detours wouldn't be getting closer to the Avatar, so the unit cannot take that path.
