Does 'has no power here' mean Evil units here have zero power?

Yes. Note that when you strike, you determine your power first, then you determine how much damage you deal. So an Evil minion with a Lance would still strike a unit for 1 damage, because it has 0 power and then gets +1 damage from the Lance. See 'Damage' for more details.
