Can my allied minion tempt an enemy in a different region to take a step closer?

Yes, as long as they occupy a nearby site, they can be above or below that site. However, they cannot be tempted to take a step into a region they couldn't normally move into (e.g. they cannot be made to step underground if they do not have Burrowing).

If the tempted enemy has multiple equally closer steps, who chooses the specific step taken?

The caster of this spell determines among the equally closer choices.
