How does this ability interact with Flooded sites?
The Flooded ability gives a site a minimum of 1 water threshold, making it a water site. Even a bearer of Key to the City will see the water threshold and treat it as a water site. e.g. It will die in the subsurface if it doesn't have Submerge, it can't be forcefully Burrowed, etc.
