What does it mean to 'lock' a minion here, and how does the Cage work?
All minions with 2 or less power are teleported to the Cage and are carried by it. If the Cage moves, the carried minions move with it. While locked in the cage, the minions remain tapped and disabled. If a minion is somehow no longer carried by the Cage, it is free and no longer disabled. If a minion somehow becomes carried by the Cage (e.g. Swap), it is tapped and disabled.
How does forced movement affect minions in the Cage?
Due to the golden rule, only teleportation-based forced movement effects can move minions out of the Cage; non-teleportation, forced movement effects can't move the locked minions away from the Cage. For example, Blink or Swap would allow a minion to escape, but River Rapids, Riptide, or Scatter would not.
