No. The location the minion or artifact teleports to must be one diagonal step away from where it started, and steps are only measured within the same region. A minion or artifact starting at a surface location can only be teleported to another surface location, for example.
Can this teleport an aura from a site to the void?
Yes! When moving auras, you ignore the regional boundaries between surface and void locations.
