If I have Dwarven Digging Team in play, can I choose to summon minions underground without a printed Burrowing ability?
No. The units don't gain Burrowing until they're at nearby sites, and you must choose the summoning location when you cast the spell. When you cast the minion spell, it doesn't have burrowing yet, and thus you cannot pick an underground location.
